Azure Translator: sovereignty score and 8 European alternatives

Azure Translator is a cloud-based machine translation service from Microsoft that translates text and documents through a simple REST API. Besides general neural machine translation, organisations can use Custom Translator to build their own translation models based on their terminology. The service was previously called Azure AI Translator and is now offered as Azure Translator in Foundry Tools. It is delivered as an API service within Azure, and containers are also available.

Microsoft is headquartered in the United States, so the service falls under US jurisdiction, including the CLOUD Act. Which datacentre processes a request depends on the endpoint chosen: Americas, Europe (France Central or West Europe), Asia Pacific or, through a dedicated resource, Switzerland. The global endpoint uses the closest available datacentre. According to Microsoft, text translation does not persist customer data and documents are permanently deleted after processing. Microsoft states that Translator is GDPR compliant as a data processor. European organisations translating sensitive text should explicitly select a European or Swiss endpoint.

Why digital sovereignty matters with Azure Translator

Azure Translator is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Azure Translator hosts data in EU, CH, US, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Azure Translator is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Azure Translator together with your other vendors and gives a total score, a heatmap and the main risk drivers.
