OpenCRE, short for Open Common Requirement Enumeration, is a platform that links security standards and guidelines to one another through a shared catalogue of common requirements, so that requirements from different frameworks can be compared. It is available as a public web application, a REST API and a command-line interface. The source code is published on GitHub under the OWASP organisation, and the most recent commit shown there is dated 8 October 2026.
The project is maintained within the OWASP Foundation, Inc., a United States 501(c)(3) nonprofit, which makes the United States the seat of the maintaining organisation. The code is published under the CC0 1.0 public-domain dedication. Organisations can run their own instance and keep their data under their own control. The website does not state where the public instance is hosted and contains no GDPR statement. For a European organisation, self-hosting is therefore the relevant option.
