OpenSCAP: sovereignty score and 8 European alternatives

OpenSCAP is a collection of open-source tools that implement the Security Content Automation Protocol (SCAP), a NIST standard for describing and checking security configurations and vulnerabilities. It includes a scanner, a library and command-line utilities that check systems against security baselines such as hardening and compliance requirements. Administrators run the tools on their own Linux systems and servers. It is intended for repeatable, verifiable configuration checks.

OpenSCAP was started by Red Hat as an open-source community project. Red Hat is headquartered in Raleigh, North Carolina, and is a subsidiary of IBM. The project is licensed under LGPL-2.1, is developed on GitHub and has a public mailing list for contributors. Because there is no vendor cloud service, scan results stay on the organisation's own systems. A European organisation can inspect and run the tools without depending on a US-hosted service, although development and support remain tied to a US sponsor.

Why digital sovereignty matters with OpenSCAP

OpenSCAP is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

OpenSCAP hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

OpenSCAP is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs OpenSCAP together with your other vendors and gives a total score, a heatmap and the main risk drivers.
