PAT (Portale Amministrazione Trasparente) is a web application with which public bodies manage and publish the information required by Italian Legislative Decree 33/2013 on transparency and anti-corruption. According to the project, it supports the publication duties for the life cycle of public contracts, offers guided data entry, profile-based user management, accessibility in line with Italian law and the Dublin Core standard. It runs on PHP using the PAT-OS component, without dependencies on proprietary libraries, and a body installs it on its own servers.
PAT is published by AgID, the Italian Agency for Digital Italy, which holds the copyright, under the AGPL-3.0-or-later licence. Maintenance is carried out by the contractor ISWEB S.p.A., an Italian software company that also offers PAT to public bodies. The software appears in the Developers Italia catalogue of public-sector software, where ministries and other public bodies are named as users. Because a body can run PAT itself, the published data and the user accounts stay on infrastructure under its own control.
