AWS Sustainability Console: sovereignty score and 8 European alternatives

The AWS Sustainability console is Amazon Web Services' environment for measuring, tracking and reducing the environmental impact of your own AWS usage. It builds on the Customer Carbon Footprint Tool. The console shows estimated emissions for scopes 1, 2 and 3, both location-based and market-based, and estimated water withdrawals for cooling the data centres involved. Results can be broken down by AWS Region, service and account, and retrieved through public APIs and an SDK. According to AWS, the methodology is independently verified.

AWS is part of Amazon, a US company, and is therefore subject to US law, including the CLOUD Act. AWS does not state on its public pages where this console's own data is stored. More generally, AWS offers a data processing agreement with Standard Contractual Clauses and lets customers choose the Region in which their customer data is stored. The figures are estimates produced by the provider itself; organisations that include them in sustainability reporting should review the methodology and underlying data.

Why digital sovereignty matters with AWS Sustainability Console

AWS Sustainability Console is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

AWS Sustainability Console hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

AWS Sustainability Console is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs AWS Sustainability Console together with your other vendors and gives a total score, a heatmap and the main risk drivers.
