Cisco Umbrella: sovereignty score and 8 European alternatives

Cisco Umbrella is a cloud service for DNS-layer security and a secure web gateway. According to Cisco, Umbrella has evolved into Cisco Secure Access, which combines DNS security with a secure web gateway, CASB, DLP, cloud-delivered firewall, remote browser isolation and Zero Trust Network Access, backed by Cisco Talos threat intelligence. Organisations use it to filter and secure internet access for staff and offices. The service is delivered entirely from the cloud.

Cisco Systems, Inc. is headquartered in San Jose, California (United States) and falls under US jurisdiction, including the CLOUD Act. Cisco previously announced that customers can choose to store Umbrella log data in the EU or in the US; that announcement dates from 2020. A 2026 Secure Access status notice mentions a data centre in Germany. Cisco does not state whether data at rest for Secure Access can be kept entirely in the EU; current privacy details are in the Cisco Trust Portal. The product is proprietary and cannot be self-hosted.

Why digital sovereignty matters with Cisco Umbrella

Cisco Umbrella is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Cisco Umbrella hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Cisco Umbrella is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Cisco Umbrella together with your other vendors and gives a total score, a heatmap and the main risk drivers.
