CoopComm: sovereignty score and 8 European alternatives

CoopComm is a web application for inter-municipal cooperation, aimed at communities of municipalities, joint authorities and other local governments. They use it to pool staff and equipment in one tool: equipment inventory with loan tracking and a map, intervention requests from members that field agents carry out, a workflow with notifications at each status change, QR codes, a budget dashboard and messaging between managers and agents. Each intervention moves through the steps new, accepted, in progress, completed, validated and archived.

CoopComm is published by Aïkku, a French SAS with offices in Puteaux (La Défense) and Montfermeil. The source code is public on GitHub under the GNU GPL version 3, an open-source licence, and the README describes installation with Docker on a Linux server. If you run it yourself, the data stays on your own infrastructure. The sources do not say whether Aïkku also offers a hosted version or where it would be hosted; a demo is available. Aïkku itself describes the solution as sovereign.

Why digital sovereignty matters with CoopComm

CoopComm is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so CoopComm scores best on data residency.

CoopComm is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs CoopComm together with your other vendors and gives a total score, a heatmap and the main risk drivers.
