GDPR Cookie Compliance: sovereignty score and 8 European alternatives

GDPR Cookie Compliance is a free WordPress plugin that shows a cookie banner and lets visitors manage their cookie preferences, including revoking consent. The Accept, Reject, Close and Settings buttons can be customised, and scripts can be blocked or delayed until consent is given. The plugin integrates with Google Tag Manager, Google Analytics and Meta Pixel, and supports Google Consent Mode v2. Paid add-ons include geolocation, a consent log, a cookie wall and an iframe blocker. The plugin runs on your own WordPress site; there is no separate SaaS environment.

It is developed by Moove Agency, based in London, United Kingdom. The source code is open source under the GPLv3 licence. According to the developer, user data is stored locally on your own website and Moove does not collect it on its own servers; the consent log is kept in your site's database. Where the data resides therefore depends on your own hosting choice. Scripts you configure, such as analytics, contact their own providers once consent has been given.

Is GDPR Cookie Compliance one of many dependencies?

Score your whole stack in about three minutes. Free, no account needed.

Why digital sovereignty matters with GDPR Cookie Compliance

GDPR Cookie Compliance is headquartered in GB, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Data is hosted exclusively in the EU, so GDPR Cookie Compliance scores best on data residency.

GDPR Cookie Compliance is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs GDPR Cookie Compliance together with your other vendors and gives a total score, a heatmap and the main risk drivers.
