Istio is an open-source service mesh for Kubernetes. The project describes it as a way to extend Kubernetes with a programmable, application-aware network, and it can also be used for traditional workloads outside Kubernetes. Istio deploys proxy infrastructure only for the features an operator chooses to enable. Several providers, including Google Cloud, IBM, Red Hat, Microsoft Azure and Solo.io, offer commercial support and implementations of it.
Istio is licensed under Apache 2.0 and is a graduated project of the Cloud Native Computing Foundation, which is part of the Linux Foundation. Each commercial offering has its own hosting and contract terms. A European organisation that runs Istio on its own clusters keeps its configuration and traffic under its own control. The jurisdiction question therefore concerns the chosen cloud platform and the support contract rather than the open-source software itself.
