Pantheon is a managed WebOps platform for building, running and governing websites on WordPress, Drupal and Next.js. The platform provides Dev, Test and Live environments, a global CDN and WAF, a command line interface, workflow and release tools and automated updates. It targets developers, marketers and IT teams, and agencies through a partner programme. Pantheon is consumed as a cloud service and, according to its website, runs on Google Cloud.
Pantheon Systems, Inc. is a Delaware corporation headquartered in San Francisco, United States. US legislation such as the CLOUD Act may therefore apply to hosted data. Sites can be hosted in the United States (the default), Australia, Canada or the European Union; the region is chosen when the site is created. For its WebOps services Pantheon acts as a data processor, offers a data processing agreement and relies on standard contractual clauses for transfers to the US. A European organisation can thus choose an EU region but still deals with a US provider.
