Skipper is an open-source HTTP router and reverse proxy for service composition. The project describes it as a router and reverse proxy rather than a complete API management suite. Skipper is maintained by Zalando SE, whose imprint gives its registered seat as Berlin, Germany. Because Skipper is self-hosted open-source software, no vendor cloud is involved, so data location and access are set by the organisation that deploys it. For a European organisation, this is a router and gateway component with a German maintainer that can run entirely inside its own environment, as an alternative to commercial API gateways owned outside the EU. Because the organisation runs the software itself, no vendor data processing agreement applies.
