Virtualmin is a web hosting control panel for Linux servers, built on Webmin, the open-source system administration tool. It comes as a GPL-licensed edition and as the commercial Virtualmin Pro, aimed at hosting providers and administrators who run many websites on their own machines. The software runs on the customer's own infrastructure rather than as a hosted service, so the operator decides where the server and its data are located.
Virtualmin is developed by Virtualmin, Inc., which the vendor's About page describes as a Delaware corporation. Because the panel is installed on servers the customer controls, personal data handled through it stays under the operator's control, and no vendor cloud sits in the data path. For a European organisation this means the data does not depend on a provider hosted in the United States, although the maker is a US company subject to US law. The GPL edition can be inspected and modified; the Pro edition is a separate commercial product.
