Adapt Framework: sovereignty score and 8 European alternatives

Adapt is a free, open-source authoring tool and framework for building responsive HTML5 courses. The courses work across devices and can be delivered from a web server or through a SCORM-compliant learning management system (LMS). The framework is aimed at developers and is extensible with plug-ins; it supports WAI AA accessibility and multiple languages, and xAPI through a separate plug-in. The web-based authoring tool (adapt_authoring) provides a user interface for creating courses and runs on your own server with Node.js and MongoDB.

Adapt is a community-driven project overseen by the Adapt Learning Steering Group, with discussion held in open forums. Both the framework and the authoring tool are released under the GPL-3.0 licence. Because you can install and operate the software yourself, you decide where course content and user data are stored, for example on infrastructure in the EU.

Is Adapt Framework one of many dependencies?

Score your whole stack in about three minutes. Free, no account needed.

Why digital sovereignty matters with Adapt Framework

Adapt Framework is headquartered in GB, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Adapt Framework hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Adapt Framework is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Adapt Framework together with your other vendors and gives a total score, a heatmap and the main risk drivers.
