Adapt Learning: sovereignty score and 8 European alternatives

Adapt Learning is a free, open source project for creating responsive, accessible, multilingual HTML5 e-learning courses. It has two parts: the Adapt framework, an extensible toolkit with a plugin architecture, and the Adapt authoring tool, a web-based interface in which course designers build, preview and publish content without programming. Courses work on desktop, tablet and smartphone and can be delivered from a web server or through a SCORM-compliant learning management system.

Adapt is not a company product. It is run by a community-based core team under a steering group, with contributors from several e-learning organisations and universities. Framework and authoring tool are published on GitHub under the GPL-3.0 licence. The authoring tool is a Node.js and MongoDB web application, so organisations can host it on infrastructure of their choice and keep course content under their own control. No vendor-hosted service is required, which leaves hosting location and jurisdiction to the organisation using it.

Why digital sovereignty matters with Adapt Learning

Adapt Learning is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Data is hosted exclusively in the EU, so Adapt Learning scores best on data residency.

Adapt Learning is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Adapt Learning together with your other vendors and gives a total score, a heatmap and the main risk drivers.
