Adobe Captivate: sovereignty score and 8 European alternatives

Adobe Captivate is an authoring tool from Adobe for creating interactive e-learning courses. Users import existing PowerPoint decks as editable content and add video, branching scenarios, simulations and widgets such as drag-and-drop, hotspots and flip cards, without coding. One design adapts to different screen sizes, and generative AI assists with images, text, avatars and voices. Reviewers receive a review link without installing software. Courses are published as HTML5 packages compatible with SCORM 1.2, SCORM 2004, AICC and xAPI. The software is installed on the user's computer; the older Captivate Classic is included in the same subscription.

Adobe is a US company, so US law may apply to the services it provides. Captivate is proprietary software with no open-source option. The sources consulted say nothing about storage locations; published courses end up in the learning platform or on the web server you choose yourself.

Why digital sovereignty matters with Adobe Captivate

Adobe Captivate is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Adobe Captivate runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

Adobe Captivate is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Adobe Captivate together with your other vendors and gives a total score, a heatmap and the main risk drivers.
