Aruba ClearPass: sovereignty score and 8 European alternatives

Aruba ClearPass Policy Manager is a network access control (NAC) solution from HPE Aruba Networking. It enforces access based on role and device type for employees, contractors and guests across multi-vendor Wi-Fi, wired and VPN networks. It supports RADIUS and TACACS+, device profiling, posture assessment, self-registration of personal devices with a built-in certificate authority, and guest access. Authentication sources such as AD, LDAP and SQL databases can be combined in a single service. ClearPass is deployed on-premises in the organisation's own network, for example as a rack-mounted hardware appliance.

HPE is headquartered in the United States, in Spring, Texas, and Aruba has been part of HPE since 2015. The vendor therefore falls under US jurisdiction, which is relevant for the CLOUD Act. Because the policy system runs in the organisation's own environment, the organisation decides where authentication and device data are stored, for example in a data centre within the EU. The software is not open source. Updates and support remain dependent on the US vendor.

Why digital sovereignty matters with Aruba ClearPass

Aruba ClearPass is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Aruba ClearPass runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

Aruba ClearPass is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Aruba ClearPass together with your other vendors and gives a total score, a heatmap and the main risk drivers.
