CCV: sovereignty score and 8 European alternatives

CCV is a Dutch provider of payment solutions, founded in Arnhem in 1958. It supplies payment terminals (Android, self-service, mobile, counter and integrated), online payments, gift card and loyalty systems, and payment services such as CCV PhonePOS, CCV SoftPOS, CCV Charge and payment processing. Developers can use APIs for terminals, payments and webshops. Customers range from small businesses to large enterprises in sectors such as retail, hospitality, healthcare, EV charging, parking and public transport, mainly in the Netherlands, Belgium and Germany.

Since 2025 CCV has been part of Fiserv, a payments company based in Milwaukee in the United States. Fiserv has said the acquisition helps it expand its Clover point-of-sale system across Europe. A US parent company is the CLOUD Act signal: US law can reach data controlled by a US group. CCV reports PCI DSS and PCI PIN attestations, ISO 27001 certification and an ISAE 3402 Type 2 report. The security page does not state where data is hosted. CCV is not open source.

Why digital sovereignty matters with CCV

CCV is headquartered in NL and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data. The ultimate owner is based in US. Foreign control undermines part of the certainty a European headquarters offers.

Data is hosted exclusively in the EU, so CCV scores best on data residency.

CCV is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs CCV together with your other vendors and gives a total score, a heatmap and the main risk drivers.
