Cloudflare Registrar: sovereignty score and 8 European alternatives

Cloudflare Registrar is Cloudflare's domain registration service. You search for, register, renew, transfer and manage domain names from the Cloudflare dashboard. It supports more than 430 top-level domains, including .com, .net, .org, .ai, .app and .dev. Domains work with Cloudflare's DNS, CDN and SSL, include one-click DNSSEC and free WHOIS redaction, and are locked by default against unauthorised transfers. Enterprise customers can additionally enable registry lock and out-of-band verification. According to Cloudflare, it does not add a markup to the prices charged by registries and ICANN.

Cloudflare Registrar is part of Cloudflare, Inc., a publicly listed US company headquartered in San Francisco, and is therefore subject to US jurisdiction, including the CLOUD Act. Cloudflare acts as an ICANN-accredited registrar. The service is proprietary and delivered only as SaaS; there is no self-hosted option. For a European organisation, this means that management of its domain names, which underpin email and websites, sits with a non-European provider.

Why digital sovereignty matters with Cloudflare Registrar

Cloudflare Registrar is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Cloudflare Registrar hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Cloudflare Registrar is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Cloudflare Registrar together with your other vendors and gives a total score, a heatmap and the main risk drivers.
