DorfFunk: sovereignty score and 8 European alternatives

DorfFunk is a mobile app (iOS and Android) for communication in rural areas. Residents choose a home municipality and a radius and then see local posts: general chat, offers and requests for non-commercial help or goods, and suggestions or damage reports sent to the municipal administration. News and events are also available. The app is part of the Digitale Dörfer project, in which Fraunhofer IESE explores how digitalisation can create opportunities for rural regions.

DorfFunk is developed at Fraunhofer IESE, an institute of the Fraunhofer-Gesellschaft (Munich), and published as open source under the Apache-2.0 licence on OpenCoDE. The Digitale Dörfer platform serves as its backend. According to the privacy notice, the service is hosted at Amazon Web Services in Frankfurt; because AWS is a US-owned company, the US CLOUD Act can in principle also reach data stored in the EU. Logins are managed with Auth0 (Okta, USA) under standard contractual clauses, and an authentication service also runs at IONOS in Germany. Because app and platform are open source, other operators can in principle set up their own deployment.

Why digital sovereignty matters with DorfFunk

DorfFunk is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

DorfFunk hosts data in EU, US. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

DorfFunk is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs DorfFunk together with your other vendors and gives a total score, a heatmap and the main risk drivers.
