IBM watsonx is IBM's platform for building and governing AI applications. According to IBM, it combines watsonx.ai, an AI studio for developing applications with foundation models; watsonx.data, for managing and integrating data from many sources; watsonx.governance, for AI risk management and regulatory compliance; and watsonx Orchestrate, for assistants and agents. It is delivered as a cloud service and, for some components, as software.
IBM is a US company, so the platform falls under US jurisdiction including the CLOUD Act. IBM's documentation lists IBM Cloud data centres in Dallas, Frankfurt, London, Tokyo, Sydney and Toronto, plus AWS regions including Northern Virginia, Mumbai and, for watsonx.governance only, Frankfurt. Feature and model availability differs per region, and the documentation gives no explicit data-residency commitment. A European organisation that wants EU processing should choose Frankfurt, check that the required models and features are hosted there, and review the contract terms. The platform is proprietary.
