Lizmap: sovereignty score and 8 European alternatives

Lizmap is an open-source application that turns QGIS projects into interactive web map applications. It consists of a QGIS plugin, which prepares the project, and a web client, which displays it in a browser, so that map data prepared by GIS specialists can be shared with a wider audience. Lizmap can be installed and operated on the user's own infrastructure, or used through Lizmap Cloud, a hosted service that 3Liz operates for its customers.

Lizmap is published by 3Liz, a French limited company (SARL) registered in Montpellier, which also offers hosting and development services around QGIS. The software is licensed under the Mozilla Public License 2.0, with GPL and LGPL alternatives, so organisations can inspect the code and host it themselves. According to the Lizmap website, Lizmap Cloud services are hosted in France. For a European organisation, a French publisher combined with the option of self-hosting gives full control over where geographic data resides, although the hosting arrangement of any deployment should be confirmed in the contract.

Why digital sovereignty matters with Lizmap

Lizmap is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Lizmap scores best on data residency.

Lizmap is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Lizmap together with your other vendors and gives a total score, a heatmap and the main risk drivers.
