Open 2.0 is an open-source platform for building collaborative portals and intranets, mainly for public administrations. Its modules cover a content management system, news, events, blogs, newsletters, surveys, file sharing, community groups, discussions, video calls and a ticketing system, with role-based user management and workflows. It is installed as a PHP web application with a MySQL database and supports sign-in through the Italian identity systems SPID and CIE.
Open 2.0 is promoted by Regione Lombardia, the regional government of Lombardy in Italy, and published on GitHub under the GPL-3.0 licence. The project site names Regione Lombardia as copyright holder, and the project metadata classifies maintenance as community-based. The platform is listed in the Developers Italia catalogue. Because you install the software yourself, data can stay on infrastructure you control; the project site describes a typical installation on containers at AWS, a US provider, in a European region, where the US CLOUD Act may then be relevant.
