Selenium: sovereignty score and 8 European alternatives

Selenium is an open-source umbrella project for automating web browsers. Its core, WebDriver, implements the W3C WebDriver specification, so the same instructions run in many browsers. Selenium IDE is a browser extension that records and plays back user actions, and Selenium Grid runs tests in parallel across multiple machines. Language bindings are available for Java, Python, C#, Ruby, JavaScript and Kotlin. Selenium is a set of libraries and tools that teams install and run themselves, in a test environment or CI pipeline, and many other testing tools build on it.

The project is a member of the Software Freedom Conservancy, a US 501(c)(3) non-profit, which avoids the need for a separate legal entity. The source code is on GitHub under the Apache 2.0 licence. Selenium has no hosted service of its own, so test data stays in the environment where you run it. For European organisations, the dependency lies with the community project and its US non-profit home rather than with a commercial supplier, and the licence permits self-hosting, forking and long-term use.

Why digital sovereignty matters with Selenium

Selenium is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Selenium hosts data outside the EU (GitHub). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Selenium is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Selenium together with your other vendors and gives a total score, a heatmap and the main risk drivers.

Frequently asked questions

What is the best European alternative to Selenium?

It depends on your use case. Strong EU alternatives to Selenium include aqua cloud, BTC Embedded Systems and Cantata. On this page you can compare 8 EU alternatives by jurisdiction, data residency and open-source status.

Are there open-source alternatives to Selenium?

Yes. Open-source EU alternatives to Selenium include Cerberus Testing and Gatling. These keep your data fully under your own control and let you self-host if you want to.

Is Selenium GDPR-compliant and where is the data hosted?

Selenium is headquartered in US and hosts data in GitHub. The vendor states it is GDPR-compliant, but the data falls under non-EU jurisdiction. For full EU data residency the EU alternatives on this page usually offer more certainty.
