TimeClock Plus: sovereignty score and 8 European alternatives

TimeClock Plus is time and attendance software. It automates timekeeping and overtime calculation based on pay rules, manages leave, sickness and other absence, and offers clocking options through fixed terminals, mobile devices and the web. There are also functions for education, such as tracking extra duties. Integrations with ERP, HR and payroll systems pass the data on to payroll.

TimeClock Plus is a product of TimeClock Plus, LLC (TCP Software) in San Angelo, Texas, United States, and is subject to US law, including the CLOUD Act. In 2019 Providence Equity Partners, also American, took a majority stake. According to its privacy policy, personal data is stored and processed in the US. For transfers from Europe, TCP refers to the Data Privacy Framework and standard contractual clauses, and it has appointed an EU representative. The software is not open source. Because the data concerns employees' working hours, the location of processing matters.

Why digital sovereignty matters with TimeClock Plus

TimeClock Plus is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

TimeClock Plus hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

TimeClock Plus is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs TimeClock Plus together with your other vendors and gives a total score, a heatmap and the main risk drivers.
