TorGuard: sovereignty score and 8 European alternatives

TorGuard is a commercial VPN service that encrypts internet traffic and routes it through the provider's servers. Apps are available for Windows, macOS, Linux, Android and iOS. According to independent reviews, the service supports WireGuard, OpenVPN (the default) and OpenConnect, alongside protocols such as STunnel, L2TP and IPSec. Further features include a kill switch, ad and malware blocking, dedicated IP options and an anonymous proxy. TorGuard states that it does not collect or log data from its VPN.

According to reviews, TorGuard is operated by companies based in Orlando, Florida, within the holding Data Protection Services LLC. As a US company, the operator falls under US law, including the CLOUD Act, regardless of where its servers stand. The servers are spread over many countries, so traffic can exit outside the United States, but the legal entity remains American. For a European organisation, choosing a VPN therefore depends on the operator's jurisdiction as well as the route traffic takes.

Why digital sovereignty matters with TorGuard

TorGuard is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

TorGuard hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

TorGuard is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs TorGuard together with your other vendors and gives a total score, a heatmap and the main risk drivers.
