Totara Learn: sovereignty score and 8 European alternatives

Totara Learn is an enterprise learning management system for workplace learning, used by large organisations in sectors such as healthcare, government, retail, financial services and education. It covers learning and compliance management, onboarding, reporting, integrations and a mobile app, and together with Totara Perform, which adds goals, check-ins and appraisals, it forms the Totara Suite. Totara began as a derivative of Moodle and has since diverged from it, adding features such as multi-tenancy. Organisations can host it themselves or obtain it as a hosted service.

Totara Core is open source under the GPLv3, while the Enterprise Extensions are proprietary. Totara states that its headquarters is in London, with offices in the United States and New Zealand,. The owners have signed a sale agreement under which Tenzing, a London-based growth equity investor, acquires the Totara group, so the owner is British. With self-hosting you decide where data is stored, including within the EU. Totara's public pages do not state a hosting region for hosted environments.

Why digital sovereignty matters with Totara Learn

Totara Learn is headquartered in GB, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Totara Learn hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Totara Learn is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Totara Learn together with your other vendors and gives a total score, a heatmap and the main risk drivers.
