Voo: sovereignty score and 8 European alternatives

VOO is a Belgian cable and telecom operator serving Wallonia and part of the Brussels region. Its offer includes television, internet over cable and fibre, fixed and mobile telephony, services for small business customers and wholesale solutions for other operators. The services are delivered over the company's own cable and fibre network and through mobile plans.

The VOO service is operated in Belgium, and the privacy notice under the VOO brand names SA Orange Belgium as data controller, with its registered office in Brussels. Since 2 June 2023, Orange Belgium has held a controlling stake of 75 per cent minus one share in VOO SA, with Nethys keeping the remainder. Orange Belgium is a subsidiary of the French Orange group, so the majority owner is based in the EU. The privacy notice says that data may be transferred to service providers outside the EEA under adequacy decisions or standard contractual clauses. The hosting location is not stated and should be confirmed contractually.

Why digital sovereignty matters with Voo

Voo is headquartered in BE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data. The ultimate owner is based in FR, also within Europe.

Data is hosted exclusively in the EU, so Voo scores best on data residency.

Voo is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Voo together with your other vendors and gives a total score, a heatmap and the main risk drivers.
