X-Road is open-source software for secure data exchange between organisations. It is a distributed exchange layer between information systems, through which organisations offer and consume services. It handles addressing, message routing, access rights, authentication at organisation and machine level, encrypted transport, time-stamping, digital signatures and logging, among other things. It is mainly used by public bodies and chain partners cooperating in an ecosystem. An operator runs the central components and decides who may join; members use a security server. You run the software yourself; it is not a cloud service.
X-Road is developed by the Nordic Institute for Interoperability Solutions (NIIS), a non-profit association in Tallinn, Estonia. According to NIIS, the source code is freely available under the MIT licence. Data is exchanged directly between provider and consumer, and evidence is stored locally by the participants. Where an ecosystem runs is decided by its operator, so hosting location depends on the set-up. There is no central vendor cloud, so you choose the jurisdiction in which the components are hosted. Support is available from NIIS and technology partners.
