xAI Grok: sovereignty score and 8 European alternatives

Grok is a family of generative AI large language models and a chatbot, developed by xAI and integrated with the X social network. It is also offered on a standalone website, in iOS and Android apps, and through an API that developers can use directly or through third-party platforms. The legal entity is SpaceXAI LLC, formerly X.AI Corp., headquartered in Palo Alto, California. It has been part of SpaceX since an acquisition completed in February 2026.

xAI is a US company, and as a SpaceX subsidiary it can be subject to US legal process for data it controls. Where Grok stores and processes data, and whether GDPR terms and a data processing agreement apply, should be checked in the current terms. The Irish Data Protection Commission has opened an inquiry into the use of public posts by EU users for model training. European organisations should review the current terms before using the service with personal or confidential data. Grok-1 was open-sourced under the Apache 2.0 licence in 2024, but the current chatbot is not presented as open source.

Why digital sovereignty matters with xAI Grok

xAI Grok is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

xAI Grok hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

xAI Grok is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs xAI Grok together with your other vendors and gives a total score, a heatmap and the main risk drivers.
