Xray: sovereignty score and 8 European alternatives

Xray is a test management app that runs inside Jira. Teams plan, design, execute and report on manual and automated tests using Jira's own work item types, screens and workflows, and link tests to requirements for coverage reporting. Xray supports BDD frameworks such as Cucumber and connects through a REST API to CI/CD tools such as Jenkins, GitHub, GitLab, Azure DevOps and Bitbucket. The vendor also lists AI features for generating test cases. Xray Cloud is purchased through the Atlassian Marketplace and operates on top of Jira.

Xblend Software, the provider of Xray, was acquired in 2021 by Idera, Inc., whose press release is datelined Houston; Idera's website lists Xray in its Sembi Test & Security group. Xray documents that its data can be pinned or moved together with the Jira product to a chosen location, such as Europe, through Atlassian's data residency setting. A European organisation should therefore check that both Jira and Xray are pinned to the EU. Because Xray is owned by a US group, this is relevant when assessing exposure to US law.

Why digital sovereignty matters with Xray

Xray is headquartered in PT and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data. The ultimate owner is based in US. Foreign control undermines part of the certainty a European headquarters offers.

Xray hosts data in EU, US. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Xray is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Xray together with your other vendors and gives a total score, a heatmap and the main risk drivers.
