Zimbra: sovereignty score and 8 European alternatives

Zimbra is an email and collaboration platform for organisations. It combines email, contacts, calendar and tasks with file sharing, chat and in-browser document editing. Users work through a web browser, Microsoft Outlook with the Zimbra Connector, mobile devices via ActiveSync or an offline desktop client. Zimbra can be deployed on premises, in a private cloud, in regional data centres, or as a cloud or hybrid service through local partners.

Zimbra is developed by Synacor, Inc., a US company based in Buffalo, New York, which acquired Zimbra in 2015. The core server is open source (backend under the GNU GPL v2, frontend under the Common Public Attribution License); features such as high-availability clustering and encryption require a commercial licence. Organisations that run Zimbra themselves or buy it from a European hosting partner keep the data under their own control. OVHcloud, for example, states that its Zimbra-based email is stored only in European data centres. If you buy through the US vendor, assess the contractual arrangements yourself.

Why digital sovereignty matters with Zimbra

Zimbra is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Zimbra hosts data in US, EU. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Zimbra is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Zimbra together with your other vendors and gives a total score, a heatmap and the main risk drivers.
