BABEL is a document management platform developed by the Azienda USL di Bologna, an Italian public health authority. It provides a shared layer for document flows and case files, including a virtual desktop for notifications and tasks, a module for certified email (PEC), an administration tool for organisation charts and PEC addresses and a document list. Modules for processes such as the electronic registry or formal resolutions run on top. BABEL is a web application built on Java Spring, Angular and PostgreSQL that you install yourself.
The Azienda USL di Bologna in Italy develops and maintains BABEL itself, with development contracts with two software companies that ran until the end of 2025 according to the project metadata. The source code is on GitHub under the EUPL-1.2, and according to the authority BABEL is published in the reuse catalogue of the Italian agency AgID. Because you run the software on your own servers, documents and data stay under your control. No hosted offering from the maintainer was found. Documentation and interface are available in Italian only.
