Bluesky: sovereignty score and 8 European alternatives

Bluesky is an open social network built on the AT Protocol. Users can choose between feeds and custom algorithms, set moderation lists and content filters, and use one account across multiple apps. The AT Protocol consists of Personal Data Servers (PDS) that host user data, relays that aggregate updates, and AppViews that provide network-wide features. Accounts have a permanent identity (DID), so a user can move to another PDS. Bluesky is available as a web app and mobile apps.

Bluesky is operated by Bluesky Social, PBC, a US public benefit corporation. Its privacy policy says personal data may be processed and stored anywhere in the world, without naming a hosting location; a representative in Ireland is designated for the EEA. The app's source code is MIT-licensed, and a PDS can be self-hosted, for example on a server in the EU. A self-hosted PDS gives control over where your own data is stored, but the network-wide services remain shared.

Why digital sovereignty matters with Bluesky

Bluesky is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Bluesky hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Bluesky is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Bluesky together with your other vendors and gives a total score, a heatmap and the main risk drivers.
