ClamAV: sovereignty score and 8 European alternatives

ClamAV is an open-source antivirus toolkit for detecting trojans, viruses and other malware. It is designed especially for scanning e-mail on mail gateways. It consists of a multi-threaded daemon (clamd), a command-line scanner and a signature-database updater, all built on a shared scanning library, plus an on-access client for Linux. The project tests the software on Linux distributions, FreeBSD, macOS and Windows. You install and operate ClamAV yourself as server software.

ClamAV is brought to you by Cisco Systems, Inc., headquartered in San Jose, California (United States), and is released under the GNU GPL version 2; the source code is on GitHub. Because the software runs on your own systems, files are scanned locally. The updater fetches signature updates through the project's distribution. According to the documentation, files submitted to Cisco for review are not shared outside Cisco and are kept indefinitely. Security releases appeared in 2026, the latest being 1.5.4 in August.

Why digital sovereignty matters with ClamAV

ClamAV is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

ClamAV hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

ClamAV is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs ClamAV together with your other vendors and gives a total score, a heatmap and the main risk drivers.
