Concerto: sovereignty score and 8 European alternatives

Concerto is an open-source digital signage system. Moderators approve content submitted by users, such as images, video and text, and the approved content appears in feeds on screens running the Concerto player. Screens use templates with content fields, and feeds can be public or private. Concerto 3 is a rewrite of Concerto 2 aimed at long-term support; release candidates were published in 2026.

The project traces back to the first installation in the lobby of the Lally School of Management at Rensselaer Polytechnic Institute in the United States. It is maintained by the Concerto Project and licensed under Apache-2.0, with no controlling company. Concerto is self-hosted: Docker is the recommended installation method, and the storage volume holds the SQLite database, queue and uploads. There is no vendor-operated hosting, so the organisation decides where data is stored and who operates the system.

Why digital sovereignty matters with Concerto

Concerto is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Concerto hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Concerto is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Concerto together with your other vendors and gives a total score, a heatmap and the main risk drivers.
