Dogtag PKI: sovereignty score and 8 European alternatives

Dogtag PKI is an open-source certificate authority (CA) for organisations that want to issue and manage their own certificates. It supports the whole lifecycle: issuing, revoking and retrieving certificates, certificate revocation lists (CRL), certificate profiles and SCEP. It also offers key archival and recovery, OCSP, and management of smartcards and tokens. It is a collection of components that you install yourself; the project site points to documentation, mailing lists and chat channels for users and developers.

According to the project's GitHub wiki, Dogtag is maintained by Red Hat for the Fedora project, together with community contributors. Red Hat is based in Raleigh, United States. The software is released under the GPL-2.0 licence and its source code was still being changed in October 2026. Because you run Dogtag on your own servers, your keys, certificates and data stay in your own environment; no hosted service from the developers is needed.

Why digital sovereignty matters with Dogtag PKI

Dogtag PKI is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Dogtag PKI hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Dogtag PKI is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Dogtag PKI together with your other vendors and gives a total score, a heatmap and the main risk drivers.
