ERDDAP: sovereignty score and 8 European alternatives

ERDDAP is a scientific data server that makes gridded and tabular datasets available through standard web requests. Users can download subsets of the data in common file formats and create graphs and maps from them. The software is a Java servlet that runs in a web application server, with Apache Tomcat recommended for production. It is meant for organisations that want to make scientific data available to others.

ERDDAP is developed by the Environmental Research Division of NOAA NMFS SWFSC, a US federal government agency. As a work of the US government, the software is dedicated to the public domain and released under CC0 1.0; this is not an OSI-approved licence, although the project calls itself free and open source. The NOAA and ERDDAP names are protected. You run ERDDAP on your own server, so your datasets stay under your control; NOAA also operates a public installation of its own.

Why digital sovereignty matters with ERDDAP

ERDDAP is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

ERDDAP hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

ERDDAP is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs ERDDAP together with your other vendors and gives a total score, a heatmap and the main risk drivers.
