Open Source MANO (OSM) is a management and orchestration stack for network functions virtualisation (NFV), aligned with ETSI's NFV standards. The platform orchestrates services across multiple clouds, and the project describes it as a unified, multi-layer, multi-cloud orchestration platform. For organisations that would otherwise buy a proprietary NFV orchestrator, OSM offers an open-source option under the Apache License 2.0. The software is released as downloadable code and runs on the operator's own infrastructure rather than as a hosted service.
OSM is developed by the ETSI Software Development Group Open Source MANO, within ETSI, the European standards organisation with its headquarters in Sophia Antipolis, France. Because the code is published openly and runs on infrastructure the operator controls, no vendor cloud and no foreign parent company are involved. The source code is available through ETSI's GitLab environment. For a European organisation, the sovereignty question therefore depends mainly on its own hosting choices rather than on the jurisdiction of a non-European vendor.
