Goldilocks: sovereignty score and 6 European alternatives

Goldilocks is an open-source utility for Kubernetes that suggests starting values for resource requests and limits. It uses the Kubernetes Vertical Pod Autoscaler in recommendation mode, creates one such autoscaler for each workload in a namespace, and shows the suggestions in a dashboard. The code is published on GitHub under the Apache-2.0 licence and runs inside the Kubernetes cluster it analyses.

Goldilocks is maintained by Fairwinds, a company headquartered in Arlington, Massachusetts, which lists it among its open-source tools. Because it runs inside the customer's own cluster, there is no vendor-hosted service and no vendor hosting region to assess: workload data stays in the environment where the tool is installed. For a European organisation the licence allows the code to be audited, modified and self-hosted without dependence on an external cloud. Any commercial support, if used, falls under US jurisdiction.

Why digital sovereignty matters with Goldilocks

Goldilocks is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Goldilocks hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Goldilocks is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Goldilocks together with your other vendors and gives a total score, a heatmap and the main risk drivers.
