Google Cloud API Gateway is a managed Google Cloud service that lets you provide secure access to backend services through a consistent REST API, regardless of how each service is implemented. Clients such as mobile apps and browser applications consume that API. Administrators create an API and an API config and deploy them to a gateway, using the gcloud command line or the Google Cloud console. The documentation also covers several authentication methods, authentication between services and quotas.
Google is headquartered in the United States, so the service falls under US jurisdiction, including the CLOUD Act. According to the documentation, gateways can be deployed in ten Google Cloud regions, including europe-west1 and europe-west2 alongside regions in the US, Asia and Australia, so you choose where the gateway runs. Google Cloud offers a Cloud Data Processing Addendum in which Google acts as processor and which defines the GDPR (EU and UK) among the applicable privacy laws.
