STOA is an open-source gateway that connects existing APIs to AI agents. It exposes enterprise APIs as governed Model Context Protocol (MCP) tools, with OAuth 2.1, role-based access control and audit trails, and can orchestrate existing gateways such as Kong, Apigee or webMethods from one control plane. A legacy bridge turns SOAP APIs into MCP tools without rewriting them. STOA is delivered as software, with Docker images and a Helm chart for Kubernetes, and can run on-premises, in the cloud, in hybrid setups or air-gapped.

STOA is built by CAB Ingénierie, a French integration company based in Paris. The core platform is released under the Apache License 2.0 with no feature gates, while enterprise support, SLAs and managed deployments are paid add-ons. Because you can run it yourself, you decide where traffic and data reside. The vendor says the platform is built in France and hosted in Europe, and that customers on its Sovereign plan receive dedicated EU infrastructure.
