Google Cloud Billing Reports: sovereignty score and 6 European alternatives

Google Cloud Billing Reports are the built-in cost reports in the Google Cloud console. They show the costs and cost trends of a billing account, including all linked projects, as a chart and table that you can filter and group by project, service, SKU, location or label. There are preset and saved reports and a forecast for the current month, and data can be downloaded as CSV or queried through BigQuery export. The reports are part of Google Cloud and are delivered as SaaS in the console.

Google Cloud is part of Alphabet, headquartered in the United States, and is subject to US jurisdiction, including the CLOUD Act. The reports only work for customers who use Google Cloud; they are not a standalone product. In its Cloud Data Processing Addendum Google states that it acts as a processor of customer data and refers to the GDPR. Where billing data is stored is not published. Organisations wanting cost management independent of a US cloud provider can look at open FinOps tooling.

Why digital sovereignty matters with Google Cloud Billing Reports

Google Cloud Billing Reports is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Google Cloud Billing Reports hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Google Cloud Billing Reports is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Google Cloud Billing Reports together with your other vendors and gives a total score, a heatmap and the main risk drivers.
