Google Cloud Data Fusion is a fully managed data integration service for building and managing data pipelines. Through a visual web interface you connect to data sources, transform data and load it into destination systems without managing infrastructure. According to Google, the service is powered by the open source project CDAP. Plugins exist for BigQuery, Cloud Storage, Salesforce and several SAP systems, among others, along with Wrangler for data preparation. Instances can be created as public or private, for example using Private Service Connect or VPC peering.
Google is based in Mountain View, United States. The service itself is not open source, but pipelines should in principle remain portable to CDAP. Instances run in a Google Cloud region of your choice; these include regions in Belgium, the Netherlands and other European regions added later, as well as regions in the US. Google's Cloud Data Processing Addendum refers to the GDPR. As a US provider, Google is subject to the US CLOUD Act, even when data is held in a European region.
