GovPay: sovereignty score and 8 European alternatives

GovPay is an open-source gateway that lets Italian public bodies, intermediaries and technology partners connect to the pagoPA payment platform. The software handles communication with the payment node, manages the life cycle of outstanding debt positions, supports reconciling received payments with the treasury bank, and offers APIs for linking existing applications. A web console is used for configuration and monitoring, and a citizen portal shows open items. GovPay is installed in the organisation's own environment.

GovPay is developed by Link.it srl of Pisa, Italy, which also publishes the source code on GitHub under the GPL-3.0 licence. Because the software runs on the organisation's own infrastructure, payment data stays there; no hosted service from the maker was found on the pages reviewed. The solution is closely tied to the Italian pagoPA ecosystem and is therefore mainly relevant to Italian public-sector organisations.

Why digital sovereignty matters with GovPay

GovPay is headquartered in IT and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so GovPay scores best on data residency.

GovPay is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs GovPay together with your other vendors and gives a total score, a heatmap and the main risk drivers.
