HiBob: sovereignty score and 8 European alternatives

HiBob provides Bob, a cloud platform for HR, payroll and financial planning, aimed at mid-sized and larger organisations. Bob combines an employee system of record with self-service for staff, workflows and analytics, and adds modules for talent management, payroll and benefits, time tracking, workforce and compensation planning, and AI features. The platform is delivered as SaaS and can be connected to other systems.

HiBob was founded in Tel Aviv in 2015 and, according to Wikipedia, is headquartered in London, outside the EU. It is a private limited company, and the sources do not name a majority owner. According to HiBob, customer data is hosted in certified AWS data centres in Ireland (primary) and Germany (disaster recovery). For transfers outside the EU, HiBob cites standard contractual clauses and the EU-US Data Privacy Framework. The infrastructure therefore runs on a US cloud provider, even though the data is stored in the EU. There is no self-hosted or open-source version.

Why digital sovereignty matters with HiBob

HiBob is headquartered in GB, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Data is hosted exclusively in the EU, so HiBob scores best on data residency.

HiBob is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs HiBob together with your other vendors and gives a total score, a heatmap and the main risk drivers.
