HRworks: sovereignty score and 8 European alternatives

HR WORKS, provided by HRworks GmbH, is German HR software for companies, mainly those with roughly 20 to 500 employees in Germany and the wider DACH region. It covers personnel administration, time management, travel-expense accounting and payroll-related processes; the Pro package adds employee-development features such as competency models, 360-degree feedback and talent management. The vendor does not describe it as a complete payroll-accounting system. It is delivered as software as a service.

HRworks is headquartered in Freiburg, Germany, with offices in Berlin and Frankfurt am Main. Since 2020 the company has been owned by the investment firm Maguar Capital, which acquired it from its founder. According to the vendor's security page, it uses Amazon Web Services as sub-processor, with the server location in Dublin, Ireland. The software is proprietary and has no self-hosting option. For a European organisation, data is held in the EU, but it runs on the infrastructure of a US cloud provider, which is relevant when assessing exposure to non-EU access requests.

Why digital sovereignty matters with HRworks

HRworks is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so HRworks scores best on data residency.

HRworks is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs HRworks together with your other vendors and gives a total score, a heatmap and the main risk drivers.
