IBM API Connect: sovereignty score and 8 European alternatives

IBM API Connect is an API management platform for designing, publishing, securing and monitoring APIs. It includes API governance with products and access rules, usage analytics, a developer portal where developers discover and subscribe to APIs, and the DataPower gateway for authentication, authorization and traffic security. According to IBM, existing REST APIs can also be offered as MCP tools. IBM delivers the product as a SaaS service running on AWS, and as subscription plans for on-premises, hybrid and multicloud environments.

IBM is a US company. For the SaaS variant, IBM lists several hosting locations, including Frankfurt, London, Sydney, Tokyo and US East, so an EU region is available. Because both the vendor and the underlying cloud provider AWS are American, the US CLOUD Act can apply to data in the SaaS service. With a deployment on your own infrastructure, that consideration shifts to the infrastructure you choose. In its GDPR documentation, IBM notes that customers remain responsible for their own compliance with the GDPR.

Why digital sovereignty matters with IBM API Connect

IBM API Connect is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

IBM API Connect hosts data in EU, US, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

IBM API Connect is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs IBM API Connect together with your other vendors and gives a total score, a heatmap and the main risk drivers.
