iparapheur: sovereignty score and 8 European alternatives

iparapheur is an electronic signature and document-validation system (in French a "parapheur électronique") for public organisations. It lets an organisation have documents validated and signed digitally, and it is aimed at local authorities and other public bodies. It is server software that an organisation can install itself, but it is also offered as a SaaS service.

iparapheur is developed by Libriciel SCOP, a cooperative software publisher in Castelnau-le-Lez, France, which describes itself as a publisher of free business software for the public sector. The core source code is published on the Adullact forge under the AGPL-3.0 licence, and the project is actively maintained, with version 4.7 releases in 2026. Libriciel says the product can be deployed in-house or in SaaS mode; its website does not say where the SaaS servers are located. Organisations that run it themselves keep documents and signature data on their own infrastructure.
