Kubecost (IBM): sovereignty score and 6 European alternatives

Kubecost monitors and manages Kubernetes spend. It is installed into a cluster with a Helm chart, and lightweight agents on other clusters can send their data to the primary installation. It is aimed at platform and FinOps teams that want to see and optimise what their Kubernetes workloads cost. Kubecost's makers also created OpenCost, the open-source, vendor-neutral project that forms the core of the commercial offering.

IBM announced the acquisition of Kubecost on 17 September 2024 and planned to add it to its FinOps Suite, which includes Cloudability and Turbonomic. IBM is a US company, so the product now sits under a US parent, which is the relevant jurisdiction signal for European customers. The Helm chart repository is licensed under Apache 2.0, and the application runs inside your own Kubernetes cluster, so cost data can stay in your own infrastructure. The documentation reviewed does not state that a separate hosted service is required, and the vendor's own materials should be checked for any cloud-based features.

Why digital sovereignty matters with Kubecost (IBM)

Kubecost (IBM) is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Kubecost (IBM) hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Kubecost (IBM) is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Kubecost (IBM) together with your other vendors and gives a total score, a heatmap and the main risk drivers.
