Laminas Captcha: sovereignty score and 8 European alternatives

Laminas Captcha is a PHP component that adds captcha challenges to web forms and is installed with Composer. It is part of the Laminas Project, the PHP framework project of the Linux Foundation, and it runs inside the developer's own application. The challenge is generated on the organisation's own server, and the choice of adapter determines whether a third-party service is involved.

The Laminas Project is a Series of LF Projects, LLC, a US entity, and the component is released under the BSD-3-Clause licence, an open-source licence. The latest stable release is version 2.20.0, published on 31 March 2026. As a library it runs without a vendor cloud, so there is no hosted service and the project offers no data processing agreement. For a European organisation it is a self-hosted alternative to Google reCAPTCHA, although the project is governed from the United States.

Why digital sovereignty matters with Laminas Captcha

Laminas Captcha is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Laminas Captcha hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Laminas Captcha is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Laminas Captcha together with your other vendors and gives a total score, a heatmap and the main risk drivers.
